Pikes Peak Community College: Student Government

PREAMBLE

We, the students of Pikes Peak Community College, in order to organize ourselves as an effective political body, to promote student leadership development, to provide a democratically elected representative government, and a voice for students in the councils of the College, to represent and act officially, and with authority for the student body in all matters related to it, to defend and protect all students' rights and responsibilities, and oversee the proper use of student fees, to report the use of those fees, and to promote the general welfare of all the students of this institution, do establish and enact this Constitution of the Pikes Peak Community College Student Government.


Article 1, Name

The name of this organization shall be the Pikes Peak Community College Student Government, which shall consist of Executive and Senate Branches.

Article II, Members

Section 1
Any person registered at Pikes Peak Community College as a student shall be a student under these governing documents and a member of the student body.

Section 2
Any student enrolled for a minimum of six semester hours per semester shall be eligible for election to the PPCC Student Government. Students who withdraw from the courses during the semester in which they hold office and as a result fall bellow the minimum requirements to serve, shall be immediately disqualified.

Article III, Executive Branch

The Executive Branch shall be composed of an elected Student Body President, an Elected Vice President, an appointed Secretary, and an appointed Treasurer. The State Student Advisory Council (SSAC) Representative shall also be elected by the student body and be a voting member of the Student Government.

Article IV, The Senate Branch

The Senate Branch shall consist of no more than twelve (12) elected Senators, one (1) from Centennial campus, one (1) from Rampart Range Campus, one (1) from the Downtown Studio Campus, and one (1) from the Distance Learning Program and eight (8) At-Large Senators. Each Senator must be enrolled in at least six (6) credit hours at the campus for which they represent or in the Distance Learning Program, as applicable.

Article V, Governing Rules

The Student Government will use the Consensus Model to govern itself, if consensus is not met, the rules contained in the current edition of ROBERT’S RULES OF ORDER, NEWLY REVISED will be used to reach a final vote.

Article VI, Censor, Impeachment, and Removal from Office

The Student Body and the Student Government shall have the right and the duty to censure, impeach, and/or remove from office any Student Government member, according to the By-Laws of this document.

Article VII, Meetings

Student Government joint session meetings, time, date, and place shall be set in joint session during the first meeting of each Semester. At any separate, joint or committee session, two-thirds of the approved members must be present to constitute a quorum. Any member of the Student Government having three or more unexcused absences from joint session meetings during a single semester shall be removed from office according to the Bylaws of this document.

Article VIII, Committees

All committees and committee appointments are subject to Senate ratification.

Article IX, Executive Elections

A general student body election for Executive Officers, including the State Student Advisory Council Representative, shall be held the 14th calendar week of Spring Semester.

Article X, Legislative/Senate Elections

A general student body election for Senators shall be held during the fifth calendar week of the Fall Semester.

Article XI, Constitution and By-Laws

This Constitution and its By-Laws can only be amended or changed by a two-thirds vote of the Student Government in joint session, followed by a referendum vote by the student body as stated in State Board Policy 4-50.

THE EXECUTIVE OFFICERS SHALL:

a. Recommend legislative proposals.
b. Execute legislative acts and regulations inherent to their offices.
c. Perform all other duties inherent to their offices as defined by this governing document.
d. Serve no more than one elected term for each office for which they were elected by the student body. In the event the Vice President must assume the office of the President after the last day of Fall Semester, then he/she may run for a full term in that office on his/her own merit. In the event the Pro-Tem must assume the office of Vice President after the last day of the fall Semester, then he/she may run for a full term in that office on his/her own merit.

THE STUDENT GOVERNMENT PRESIDENT:

Section 1

Any student seeking the office of Student Government President shall meet the following requirements:

a. Be enrolled in and successfully complete a minimum of six semester hours per semester during fall and spring semesters, and a minimum of three semester hours during summer semester, during the term of office. Students who withdraw from courses during the semester in which they hold office and as a result fall below the minimum requirements to serve, shall be immediately disqualified.
b. Be enrolled a minimum of one semester at PPCC prior to seeking office.
c. Maintain a cumulative grade point average of at least 2.75.

THE DUTIES OF THE PRESIDENT SHALL BE AS FOLLOWS:

a. Act as the chief liaison between the PPCC Student Government and the PPCC
Administration, Faculty, Administrative Governing Bodies, and other Schools.
b. Serve as the official chief executive of the Student Body and represent it in all matters concerning its interest, welfare, and jurisdiction.
c. Preside at all regular and joint sessions of the Student Government and all meetings of the Executive Branch in separate session.
d. Serve as one of the Student Government representatives on the Shared Governance Assembly.
e. Be subject to, protect, maintain, and enforce this Student Government Constitution.
f. May be an ex-officio member on any Student Government Committee.
g. Have the right to amend, but not censure, any item in joint session Student Government agendas, prior to meetings.
h. Receive a monthly stipend, in accordance with PPCC Student Government Rules for Procedure.
i. Maintain the option to veto any action by the PPCC Student Government. Any action vetoed by the President may be overridden by a two-thirds majority vote of the members in a joint session.
j. Vote during a joint session on any question to break a tie vote, or at his/her discretion make a tie vote.
k. Collect, maintain and enforce all operating policies and procedures of the PPCC Student Government.
l. Appoint a Student Government Secretary subject to Senate ratification.
m. Perform all other duties and functions inherent to this office.
n. Call special meetings as needed according to the PPCC Student Government Rules for Procedure.

THE STUDENT GOVERNMENT VICE PRESIDENT

Section 1

Any student seeking the office of Vice President shall meet the same requirements as the Student Government President.


DUTIES OF THE VICE PRESIDENT SHALL BE AS FOLLOWS:

a. Act as the chief liaison between the Executive Branch and all regular and special committees of the PPCC Student Government.
b. Act as the chief liaison between the PPCC Student Government and all officially recognized student organizations at Pikes Peak Community College.
c. Fulfill the duties of the Office of the President in the event of the President's illness, absence, removal from office, resignation, or death.
d. Aid and assist the Student Body President in fulfilling executive functions of the PPCC Student Government.
e. Preside over all regular and special meetings of the Senate Branch in separate sessions and vote on any question resulting in a tie vote or at his/her discretion make a tie vote.
f. Shall be responsible, along with the Senate, for the preparation of all joint session agendas.
g. Vote on all questions during executive and joint sessions.
h. Receive a monthly stipend in accordance with PPCC Student Government Rules for Procedure.
i. Appoint a Student Government Treasurer subject to Senate ratification.
j. Perform other duties and functions inherent to this office.
k. Call special Senate meetings as needed according to the PPCC Student Government Rules for Procedure.

SUCCESSION

The order of succession to the Student Government President shall be the Student Government Vice President, President Pro-Tem of the Senate and the Majority Leader of the Senate. Senate successors to the Student Body President and Vice President must fulfill enrollment requirements for that position the semester following succession to that office.


THE STUDENT GOVERNMENT SECERTARY:

Section 1:

Any student seeking the office of Secretary shall meet the following requirements:

a. Be enrolled in and successfully complete a minimum of six semester hours per semester during the fall and spring semesters, and a minimum of three semester hours during the summer semester, during the term of office. Students who withdraw from courses during the semester in which they hold office and as a result fall below the minimum requirements to serve, shall immediately be disqualified.
b. Maintain a minimum cumulative grade point average of at least 2.50.
c. Be enrolled in a minimum of one semester at PPCC prior to seeking office.

THE DUTIES OF THE SECRETARY SHALL BE AS FOLLOWS:

a. Act as the official recorder of all correspondence of the PPCC Student Government.
b. Be jointly responsible, along with the Vice President and the Senate, for preparation of agendas for all Student Government joint session meetings.
c. Record the minutes of all regular and special joint-session meetings and meetings of the Executive Branch.
d. Maintain the files of the Executive offices of Student Government.
e. Perform all other duties and functions inherent to this office.
f. Vote on all questions during executive and joint sessions.
g. Receive a monthly stipend in accordance with PPCC Student Government Rules and Procedure.

THE STUDENT GOVERNMENT TREASURER:

Section 1

Any student seeking the office of Treasurer shall meet the same requirements as the Secretary.


THE DUTIES OF THE TREASURER SHALL BE AS FOLLOWS:

a. Supervise the finances at the PPCC Student Government.
b. Present a monthly financial report to the PPCC Student Government during joint session meetings.
c. Provide timely disbursement of funds, in accordance with college guidelines, and as required and directed by Student Government in joint session.
d. Monitor the budget expenditures of all accounts which receive funds from Student Activity fees. Audit these accounts if discrepancies are recognized and report back to Student Government in joint sessions.
e. Determine the authenticity of bills and expenses charged to student fees.
f. Perform all other duties and functions inherent to this office.
g. Vote on all questions during executive and joint session.
h. Receive a monthly stipend in accordance with PPCC Student Government Rules for Procedure.

THE STATE STUDENT ADVISORY COUNCIL REPRESENTATIVE:

Section 1:

Any student seeking the office of SSAC Representative must meet State Board requirements to fill the position.

THE DUTIES OF THE STATE STUDENT ADVISORY COUNCIL REPRESENTATIVE SHALL BE AS FOLLOWS:

a. Act as the elected representative to SSAC from Pikes Peak Community College.
b. Serve as member of SSAC and thus function in compliance with the Constitution of that Council.
c. Present written reports to SSAC from PPCC Student Government and from SSAC to PPCC Student Government.
d. Attend two-thirds of all joint session Student Government meetings, and have all privileges accorded to other members at those meetings.
e. Be reimbursed for all SSAC related travel from Student Government funds.
f. Receive a monthly stipend in accordance with PPCC Student Government Rules for Procedure.

EXECUTIVE SESSIONS:

The Executive Officers may meet in separate, closed session to deliberate and/or administer matters pertaining to their offices.

THE SENATE BRANCH:

Any student seeking the office of Student Government Senator shall meet the following requirements:

a. Be enrolled in and successfully complete a minimum of six semester hours per semester during the term of office. Students who withdraw from courses during the semester in which they hold office and as a result fall below the minimum requirements to serve, shall be immediately disqualified.
b. Maintain a cumulative grade point average of at least 2.50.

THE DUTIES OF THE SENATE SHALL BE AS FOLLOWS:

a. Act upon proposed legislation.
b. Aid in the execution of all legislative acts and regulations in joint session.
c. Establish policies and procedures consistent with this governing document.
d. Represent the student body in all matters concerning its interest, welfare, and jurisdiction.
e. Confirm student nominees and candidates for membership on all committees or governing bodies.
f. Cooperate with the Campus Life Director in setting standards for the operation of student organizations including the approval of new organizations.
g. Request and conduct an audit or investigation of funds, or of any accounts which receive funds from student activity fees, as deemed necessary in joint session.
h. Elect from among them a President Pro-Tem of the Senate who will act to maintain, enforce, and interpret parliamentary procedure during all joint session and special Senate session meetings.
i. Serve no more than two (2) consecutive terms in office, with one (1) term
consisting of three (3) consecutive semesters (Fall/Spring/Summer Ad Hoc). j. Vote in joint session on all appropriations of funds (student activity fees) and the manner in which these funds are generated.
k. Be responsible, along with the Vice President and the Executive Secretary, for the preparation of all joint session agendas.
l. Vote on all necessary and proper acts, regulations, and resolutions to execute the provisions of this governing document.
m. Recommend legislative proposals.
n. Perform all duties inherent to their positions as defined in this governing document.
o. Receive a stipend in accordance with PPCC Student Government Rules for Procedure.
p. The Senators shall elect from among themselves a Senate Majority Leader. q. The President Pro-Tem may call special meetings as needed according to PPCC Student Government Rules for Procedure.

SPECIAL SENATE MEETINGS:

The Senate may meet in separate session as a whole or in joint session with the Executive Branch to deliberate and/or administer matters pertaining to their positions or assignments. All legislation shall be enacted in joint session of the Executive Branch and the Senate Branch, with the advisor or higher designee present.

STUDENT GOVERNMENT ADVISOR


THE DUTIES OF THE ADVISOR SHALL BE AS FOLLOWS:

a. Act only in an advisory capacity.
b. Work with the President of Student Government to interpret and enforce this Constitution and By-Laws, School Policy and State Board Policy.
c. Advise in the planning and coordination of activities for the Student Body.
d. Communicate the goals and ideas of Student Government to and from faculty, staff, and administration.
e. Verify enrollment, credit hours and grade point average to ensure that Student Government members fulfill the requirements to run and/or hold Student Government office.
f. To be present, or provide a designee, at all joint session meetings, as well as Executive and Senate meetings where action is taken.
g. Call special meetings as needed according to the PPCC Student Government Rules for Procedure.


STIPENDS

All stipends for Student Government members will be appropriated from the Student Government Operating Budget.

ELECTIONS


Section 1:

Candidates for the Student Government may campaign openly on the PPCC Campuses. The posting of signs will be allowed only for fifteen (15) regular school days prior to the first election date and must be taken down by 10:00 p.m. of the day prior to the elections. Candidates may not campaign in a classroom while class is in session, unless permission has been granted by the instructor.

Section 2:

Campaign activities shall be prohibited within a 100 foot radius of any on-line voting site.

Section 3:

Any disputes concerning the qualifications for office shall be brought before the Government Standards and Ethics Committee for summary hearing and determination no later then five (5) regular school days prior to the deadline for counting the election ballots.

Section 4:

No person who has been impeached from Student Government may run for any future Student Government office or be appointed to any Student Government position, in accordance with PPCC Student Government Rules for Procedure.

Section 5:

Any person who has resigned from Student Government office shall be reviewed by the Government Standards and Ethics Committee before his/her Letter of Intent will be accepted.

Section 6:

A special student body election or referendum election may be held upon demand by a two-thirds vote of the Student Government in joint session or upon demand of the student body when they present a petition to Student Government containing one-seventh of the current student body (to be verified by the Records Office).

Section 7:

In case of a tie in the elections the Executive Cabinet shall meet with the tied candidates and interview them to decide which one shall break the tie for the last senate position.


EXECUTIVE ELECTIONS:

Section 1:

Students seeking Executive Office shall file a Letter of Intent with the Campus Life Office between the first day of Spring Semester and until 5:00 p.m. fifteen (15) regular school days prior to the election date. Candidates-elect must fulfill campaign requirements as they are stipulated in PPCC Student Government Rules for Procedure. Names of the candidates for each office shall be printed on the ballot in the order Letters of Intent have been received.

Section 2:

The President and the Vice President shall run as a ticket. Their names will be written together on the ballot in the order in which the Letters of Intent have been received from the Presidential candidates. In the event of the withdrawal of either candidate, see the PPCC Student Government Rules for Procedure.

Section 3:

Upon election to Executive Office, including the State Student Advisory Council Representative, all Executives elect will begin a one-year term on the first working day after the last day of the Spring Semester. All Executive Officers shall take an Oath of Office before officially taking office.

Section 4:

In case of a tie in the Executive office the candidates must be put in a run off elections and voted for by the PPCC Student Body.

SENATE ELECTIONS:

Section 1:

Students seeking elective office in the Senate shall file a Letter of Intent with the Campus Life Office, between the first day of Fall Semester and until 5:00 p.m. seven (7) regular days prior to the election date. Candidates elect must fulfill campaign requirements as they are stipulated in PPCC Student Government Rules for Procedure. Names of the candidates for each office shall be printed on the ballot in the order Letters of Intent have been received. The one (1) candidate from the Centennial Campus, one (1) candidate from the Rampart Range Campus, one (1) candidate from the Downtown Studio Campus, and one (1) candidate from the Distance Learning Program, as well as the eight (8) At-Large candidates receiving the most votes, not necessarily a majority, will be declared the winners for those offices. All Senators-elect must take an Oath of Office before officially taking the office. Senators-Elect shall begin their terms on the Friday immediately following the election.

 

CENSURE, IMPEACHMENT, AND REMOVAL FROM OFFICE:

Section 1:

A government Standards and Ethics Committee shall be established for individual review of any disputes concerning the qualification and conduct of Executive Officers, State Student Advisory Council Representative(s) and Senators.

Section 2:

Removal from office of any Executive Officer, State Student Advisory Council Representative, or Senator for non-attendance as defined by the Rules for Procedure, shall not require a Standards and Ethics Committee, but will follow the Rules for Procedure for removal from office.

Section 3:

Grounds for censure, impeachment, and/or removal from office shall include, but not limited to:

a. Incompetence.
b. Negligence.
c. Misappropriation of funds.
d. Violations of the Constitution.
e. Discrimination on the basis of gender, race, religion, age, disability, or sexual orientation.
f. Behavior violating the PPCC Student Code of Conduct.


Section 4:

The Student Government, in joint session, shall decide all questions concerning the retainment or dismissal of individual members by secret ballot.

a. A two-thirds majority of the votes cast shall be required to dismiss the member. The President of Student Government may at his/her discretion cast a vote if the decision is one vote short of a two-thirds majority.
b. Any member of Student Government whose case is being reviewed by the committee may not be a member of the committee or vote on the committee recommendation in the joint session of Student Government. Any member of Student Government who is under review by the committee may submit a letter of appeal to the committee for full consideration before the committee makes its recommendation.

Section 5:

A special student body referendum for impeachment can be called upon demand of the student body when they present a petition to Student Government containing one-seventh of the current Student body signatures (to be verified by the Records Office).

Section 6:

Procedure for Condemnation and Penalty in Impeachment and/or Censure hearing.

a. The penalty for removal from office shall include disqualification to hold any future office in/or pertaining to Student Government.
b. Members of the Government who are in violation of College rules, local, state or federal laws may be subject to disciplinary action outside of Student Government.
c. Censure shall be a format statement of reprimand of disapproval of the action of the accused and will be kept on file by Student Government.


SUMMER AD HOC COMMITTEE


Section 1:

An Ad Hoc Committee shall govern and conduct the business of PPCC Student Government with full power and authority during the Summer Semester. The Ad Hoc Committee shall consist of not fewer than seven (7) students. Any member of the previous year’s Student Government desiring to serve on the Committee shall not be denied a position unless that person was impeached or resigned during that previous term. The Ad Hoc Committee shall conduct its business within the parameters of this governing document from the time the Committee is formed until the next regularly scheduled election of the Senate Branch. The committee shall remain in place until such a time as the Senate Branch takes office during Fall Semester. The Student Body President will act as Chairperson for the Ad Hoc Committee and is responsible for assembling Committee members, conducting business and making provisions for the recording and distribution of minutes.

Section 2:

Any student seeking to serve on the Ad Hoc Committee shall meet the following requirements:

a. Be enrolled in a minimum of three semester hours and maintain that enrollment during the summer semester.
b. Currently have a 2.50 cumulative grade point average.

Section 3:

Any student who serves on the Summer Ad Hoc Committee, including the Executive Officers, shall be entitled to receive one Political Science (POS 281) credit, or one Social Science (SOC 281) credit and shall receive a stipend in accordance with PPCC Student Government Rules for Procedure.


SENATE VACANCY COMMITTEE

The Senate Vacancy Committee shall fill all Senate vacancies that occur during the school year within fifteen (15) regular school days of the vacancy. All Executive Officers and Senators remaining in the Senate Branch at the time of vacancy(s) shall comprise this committee until the vacancy(s) is (are) filled. Upon being informed of a vacancy of a Senate seat, the Senate must declare such a vacancy in existence and accept Letters of Intent from qualified students seeking to fill the vacancy declared. Candidates for the vacant Senate seat(s) shall appear before the Committee for questioning and consideration. If two or more candidates appear before the Committee, the Committee must conduct the election by secret ballot.

GOVERNMENT STANDARDS AND ETHICS COMMITTEE

A government Standards and Ethics Committee shall be established by the third joint session meeting of Student Government after the election of the Senate Branch. This committee shall be established for individual review of any minutes concerning the qualifications and conduct of Executive Officers, the State Student Advisory Council Representative(s) and Senators.

a. This committee shall consist of no more than five members: two Student Government members (and two alternates), two student body members who are not members of the Student Government (and two alternates) and one member of the College Community, Faculty, Staff or Administration (but not the Student Government Advisor). The members of the committee shall be nominated and elected in joint session. Any member of the Student Government whose case is being reviewed by the committee may not be a member of the committee or vote on the committee recommendation in the joint session of Student Government. Any member of Student Government who is under review by the committee may submit a letter of appeal to the committee for full consideration before the committee makes it recommendation.
b. The committee shall meet and recommend retainment or dismissal to Student Government in joint session, no later then ten (10) regular school days following the day of referral for review.
c. The committee may also recommend other alternative suggestions for resolution.
d. Any registered student of PPCC may bring a complaint before Student Government for referral to this committee.
e. Student Government shall vote in joint session to refer items to the Government Standards and Ethics Committee. A two-thirds majority vote by secret ballot shall be required.
f. The Student Government in joint session shall decide all questions concerning retainment or dismissal (or alternate resolution) of individual members by secret ballot. A two-thirds majority vote of the body shall be required to decide the question.


OATH OF OFFICE

All Student Government Executive Officers, the State Student Advisory Council Representative and all Senators must take an Oath of Office before they assume their duties:


I, ________________________ do solemnly affirm that I will faithfully execute the duties of my office as a Student Government member, and to the best of my ability, protect, enforce, and conscientiously adhere to the provisions of the Constitution of the Student Government of Pikes Peak Community College.

STUDENT GOVERNMENT RULES FOR PROCEDURE

The PPCC STUDENT GOVERNMENT RULES FOR PROCEDURE can be changed or amended by a two-thirds vote of Student Government in joint session to be approved by the President of PPCC.


EXECUTIVE OFFICERS

THE PRESIDENT:

a. May convene special joint sessions of the PPCC Student Government by serving written notice in the Senate and Executive offices of PPCC Student Government. This notice shall be posted no less than 48 regular school day hours prior to the scheduled meeting.
b. Require reasonable reports of a general or specific nature from any branch, committee, and/or executive officer of the PPCC Student Government.
c. Maintain ten hours per week on Student Government business, at least five of which must be in Student Government offices, and should be posted on the Student Government executive door.
d. Appoint a Student Government Secretary, no later then the second Student Government joint session of Fall Semester, subject to Senate ratification.
e. Upon fulfilling his/her office hours, committee commitments and attending  ¾ executive and joint session meetings, the President is eligible to receive a monthly stipend of $200, and entitled to earn one credit in Political Science (POS 281), or Social Science (SOC 281) per semester of Student Government experience.
f. Shall have the right to take over the task of preparing the agenda for joint session meeting if the Senate fails to perform that task for two consecutive joint session meetings. The Senate will, thereafter, have the right to amend, but not to censure these agendas. This action will remain in effect until the last day of the semester in which it was enforced.
g. In the event that the Vice-President cannot fulfill higher duties under item A of higher duties, the President shall fulfill said duties.

THE VICE PRESIDENT:

a. Work with the SG advisor to publish and promote all Student Government elections and appointments caused by vacancies during the Summer, Fall, and Spring Semesters.
b. Convene special Senate sessions of the PPCC Student Government by serving written notice to the Senators in the Executive and Senate Offices of Student Government. This notice shall be posted at least 48 hours prior to the proposed time, date, and place of the meeting.
c. Maintain ten hours per week on Student Government business, at least five of which must be in Student Government Offices, and should be posted on the Student Government Executive Office door.
d. Serve on at least one campus committee and two Student Government committees a semester.
e. Appoint a Student Government Treasurer, no later than the second Student Government joint session of Fall semester, subject to Senate ratification.

f. Upon fulfilling his/her office hours, committee commitments and attending  ¾ executive and joint session meetings, the Vice President is eligible to receive a monthly stipend of $175, and entitled to earn one credit in Political Science (POS 281), or Social Science (SOC 281) per semester of Student Government experience.

THE SECRETARY:

a. Solely responsible for placing agendas in all Student Government members' boxes twenty-four hours before the scheduled meeting time.
b. Provide minutes to all members before the scheduled meeting time.
c. Responsible for pick-up and delivery of all Student Government mail at the school post box at least three regular school days per week.
d. Maintain ten hours per week on Student Government business at least five of which must be in Student Government offices with at least three of these concurrent with the Student Government President or Vice President. These five hours must be posted on the Student Government Executive door.
e. Serve on at least one campus committee and one Student Government committee a semester.
f. Upon fulfilling his/her office hours, committee commitments and attending ¾ executive and joint session meetings, the Secretary is eligible to receive a monthly stipend of $150, and entitled to earn one credit in Political Science (POS 281), or Social Science (SOC 281) per semester of Student Government experience.

THE TREASURER:

a. Maintain ten hours per week on Student Government business at least five of which must be in the Student Government Offices with at least two of these hours concurrent with the Student government President or Vice President. These five hours must be posted on the Student government Executive door.
b. Serve as Student Government Representative on the Shared Governance Assembly (SGA) Budget Committee and the Student Government Budget Committee.
c. Upon fulfilling his/her office hours, committee commitments and attending  ¾ executive and joint session meetings, the Treasurer is eligible to receive a monthly stipend of $150, and entitled to earn one credit in Political Science (POS 281), or Social Science (SOC 281) per semester of Student Government experience.

THE STATE STUDENT ADVISOR COUNCIL REPRESENTATIVE:

a. Be given and be responsible for a telephone long-distance access code.
b. Receive a monthly stipend of $150 and be entitled to earn one credit in Political science (POS 281) or Social Science (SOC281) per semester of Student Government experience.
c. Maintain at least ten hours per week on Student Government business, at least five of which must be in Student Government offices. These five hours must be posted on the Student Government Executive door.
d. Prepare all reports of the SSAC meetings and give to Student Government.


THE SENATE BRANCH

SENATORS:

a. The Pro-Tem will be elected from within the Senate. The Pro-Tem of the Senate shall attend and be a voice for the Senate at all executive meetings. He/she shall fulfill the duties of the Vice President in the event that he/she accedes to the Presidency, or in the event that he/she cannot serve due to illness, absence, removal from office, resignation or death.
b. Elect from among themselves a Secretary/Historian who will keep the records of all joint session and Senate meeting agendas and minutes and who will keep a complete and separate file of all agendas and minutes to be delivered to the PPCC library for the Student Government Archives. Will also be responsible to take the minutes of joint session and separate Senate session meetings when the Executive Secretary is absent.
c. Elect from among themselves an SSAC Alternate. The SSAC Alternate must attend all meetings. The alternate will fill the SSAC Representative's seat if the SSAC Representative leaves that position for any reason. The SSAC alternate will be excused from service on one Student Government Committee.
d. Elect from among themselves a Majority Leader from the category which has the majority of Senate seats. The Majority Leader shall fulfill the duties of the President Pro-Tem in the event that he/she accedes to the Vice Presidency, or in the event that he/she cannot serve due to illness, absence, removal from officer, resignation or death.
e. Each Senator shall serve on at least one campus committee a semester and two Student Government committees.
f. Maintain a minimum of ten hours per week on Student Government business, at least five of which must be in the Student Government offices. These five hours must be posted on the Student Government Senate door.
g. Upon fulfilling his/her office hours, committee commitments and attending  ¾ of joint session meetings, and Student Government sponsored events, the Senator is eligible to receive a stipend equal to the dollar amount of 1 in-state tuition credit hour per semester, and entitled to earn one credit in Political Science (POS 281), or Social Science (SOC 281) per semester of Student Government experience.


CENSURE, IMPEACHMENT AND REMOVAL FROM OFFICE

Section 1

Format for procedures to be followed for impeachment and/or censure hearing of Standards and ethics Committee.

a. All charges must be submitted in writing to the committee, the accused, the Student Government President (if the charges are against the Student Government President, they should be submitted to the Student Government Vice President), and the Student Government Advisor.
b. The accused has the right to address the person leveling the charges and to ask any pertinent questions.
c. The accused has the right not to testify against him/herself. Should this right be waived, the accused shall be made available for cross examination.

d. All pertinent information to higher case shall be presented either in person or by a notarized letter to the people investigating higher case. No hearsay will be heard.
e. Student Government files, interoffice memorandums, Student Government recordings of meetings, and minutes from Student Government meetings may be admitted as evidence when they apply.
f. Minutes of the Standards and Ethics Committee hearings and the subsequent joint session meetings shall be kept on file by Student Government. Included shall be a record of the final vote and disposition of the hearing.

Section 2:
Format for procedures to be followed for non-attendance.

a. A newly-elected Executive Officer, State Student Advisory Council Representative(s) or Senator must claim his/her office by attending an official meeting of the Student Government body. If the office is not claimed by the third meeting after election or appointment then the Executive Officer, State Student Advisory Council Representative(s) or Senator will be removed from that office and the position re-opened.
b. If an Executive Officer, State Student Advisory Council Representative(s) or Senator fails to attend three consecutive meetings and does not contact the Student Government Advisor, President, or Secretary to excuse his/her absence, s/he will be considered to have abandoned said position and automatically be removed from office at the close of the said third meeting. The position will then be re-opened.
c. If an Executive Officer, State Student Advisory Council Representative(s) or Senator is removed from office for non-attendance, presents a reasonable explanation for not attending and/or contacting, and his/her position has not been refilled, s/he may petition Student Government for reinstatement. Reinstatement may be granted by a Student Government vote.

Section 3:
Eligibility requirements pertaining to GPA:
If a student is taking developmental classes, the cumulative GPA and credit eligibility requirements will be validated by the advisor(s). 


COMMITTEES

Section 1

The Senate Vacancy Committee shall fill all Senate vacancies that occur during the school year within 15 regular school days of the vacancy. All Executive Officers and Senators remaining in the Senate Branch at the time of the vacancy(ies) shall comprise this committee until the vacancy(ies) is (are) filled. Upon being informed of a vacancy(ies) in a Senate seat, the Senate must declare such vacancies in existence and accept Letters of Intent from qualified students seeking to fill the vacancy(ies) declared. Candidates for the vacant Senate seat(s) shall appear
before the committee for questioning and consideration. If two or more candidates appear before the committee, the committee must conduct an election by secret ballot.

Section 2

It shall be the responsibility of Student Government to recommend for appointment a representative(s) from Student Government and from the Student Body, to sit on permanent campus committees as requested each year by the Vice President of Educational Services and the Vice President of Administrative Services.
